CICan’s new three-year International Strategy

 Ottawa, June 16, 2022 – As Canadian colleges and institutes emerge from the global pandemic, Colleges and Institutes Canada (CICan) is pleased to share a brand-new vision for its approach to international education and development. CICan’s new three-year International Strategy works to futureproof the Canadian college and institute network through internationalization and global engagement.

Developed following extensive consultation with both member institutions and partners from outside the college and institute sector, the new International Strategy officially began implementation in April and complements CICan’s existing 2019-2024 Strategic Plan: Strengthening the System.

The strategy will support CICan members as they pursue new opportunities in international education across three pillars: futureproofing Canada; bringing the world to Canada; taking Canada to the world. It will enhance outbound student mobility and help Canadian students develop highly sought-after global skills, diversify student recruitment, build the capacity of members to implement their internationalization strategies, and strengthen international cooperation with new models for business development.

The Strategy is aligned with CICan’s commitment the Sustainable Development Goals. In particular, it supports colleges and institutes as they continue to champion inclusive and equitable access to Quality Education, Gender Equality, Decent Work and Economic Growth, Reduced Inequalities, and Climate Action.

The strategy also provides new and revised frameworks for collaboration between institutions in Canada and abroad to help achieve stronger Partnerships for the Goals.

Quebec plans to Exempt International Students from additional Fees

 

Exemption from additional tuition fees depending on the program of studies and the region

An exemption from additional tuition fees will be granted, effective in September 2023, to foreign students enrolled in a college or university institution located outside the territory of the Communauté métropolitaine de Montréal. They will have to take a program of studies in French in the employment sectors identified as priorities by the Gouvernement du Québec, that is:

  • information technology
  • engineering
  • health and social services
  • education
  • educational childcare services

Thanks to this exemption, the foreign students who meet the criteria will pay the same tuition fees as Québec students.  This measure will take effect in the fall 2023 session.

Conditions of eligibility

To be eligible, you must meet the following conditions:

  • be a foreign student registered in a college or university institution
  • be registered full time in a program of studies in French related to one of the fields identified as priorities by the Gouvernement du Québec;
  • your places of learning and residence must be located in Québec, outside the territory of the Communauté métropolitaine de Montréal

Questions to ask before enrolling in private high schools

 Before signing the contract with a private high school, parents and guardians should ask : 

Does the Ontario Private High School :


  • follow the Ontario curriculum?
  • conduct criminal reference checks with local police reports on staff?
  • have a published public code of conduct or other discipline policy?
  • employ qualified teachers with the Ontario College of Teachers?
  • publish Ontario Secondary School Literacy test (OSSLT) results?
  • publish contract terms with fees, refunds, attendance policies?
  • have a procedure for resolving complaints by parents and students?
  • have a policy regarding access to the student's records, such as the Ontario Student Transcript (OST) or Ontario Student Record (OSR)?
  • have liability insurance with respect to accidents involving students?
The government of Ontario requires that a private school have the following:

  • a principal in charge of the school
  • control of quality of instruction and evaluation of student achievement
  • control of content of the program or course of study
  • a common school-wide assessment and evaluation policy
  • a common procedure for reporting to parents
  • a common school-wide attendance policy
  • a central office for the maintenance of student records

The government of Ontario has the sole authority to determine the courses of study that a student must complete to obtain the Ontario Secondary School Diploma (OSSD).

Leadership Excellence Awards of Distinction 

L.E.A.D. honours the accomplishments of four special 4-H senior youth members and showcases the outstanding accomplishments of 4-H members across Canada in the area of leadership excellence. Through the generosity of CN, four scholarships – with an overall value of $20,000 each over four years – are available to 4-H members who have demonstrated personal values, leadership and community involvement within one of 4-H’s Leadership Development Pillars.

John Deere Canada 4-H Scholarship

Through the generosity of John Deere Canada, 15 scholarships – valued at $1,000 each – are available to 4-H members across Canada. Opportunities such as this help support 4-H members who will pursue post-secondary education at a Canadian college or university in a degree, certificate or trade-based program. 

TD 4-H Agriculture Scholarship

Through the generosity of TD, 12 $2,500 scholarships are available to 4-H members who are pursuing post-secondary education in agriculture, ag-science or agri-business at a Canadian university or college in September 2022.

Canadian Co-operative Wool Growers

 4-H Scholarship

Through the generosity of the Canadian Co-operative Wool Growers, two scholarships - each valued at $1000 – are available to 4-H members planning to attend a Canadian university or college in September 2022 in an agriculture-based program, ideally with a focus on sheep related studies.

Tour Leaders Wanted for English Language Programs

Group and Tour leaders can be bilingual English teachers, Faculty of Education students, travel consultants, educators, education consultants, HR trainers, motivated parents and non-native English instructors who have English language teaching or tour experience and wish to attend either teacher training or education consultant training while in Canada.

Group and Tour leaders who help us organize and escort a group of 12 (or more) English students will have their airfare, English camp accommodation, English camp meals, English camp tour expenses paid and receive a small honorarium for acting as referral, guardian and assistant ESL English teacher.

This program is ideal for non-native English speaking individuals who want to travel to Canada with their "class" and experience a real Canadian English Immersion Program.

Group and Tour leaders will be able to use their English, work with our ESL in Canada English teachers and the English Camp activity and skills instructors. We will be posting specific 14, 21, and 28 day English Camp programs with full day schedules and updates as they become available.

We will be integrating the Group and Tour leader Program with either the ESL in Canada Summer English Camp Programs or ESL in Canada Study Tour programs

How we Operate Our Programs

The Group and Tour leader program is designed to be the best experience for all parties who participate. We want this program to be a good experience for parents, students, assistant teachers, tour leaders, regular English teachers, activity coordinators, the ESL in Canada program organizers, various cooperating schools, residence providers, travel providers and the attractions, and event providers.

We want the parents of the English students to feel comfortable with the group and tour leader acting as escort, guardian, assistant teacher, sometimes translator and confidant. It is a worrying experience for parents to send their children half-way round the world. We want parents to feel comfortable with the knowledge that a trained professional from their country is there to assist.

Our goal is to have the English students who are studying and traveling to Canada to have the best experience of their life. We want them to improve all the English skills and be able to use them.

We want the students to have fun, meet new international friends, have a wonderful tour of Canada and Canadian culture. We want students to come back to Canada with new locations and participate in new tours that become available in other exciting parts of the world.

We want the international Group and Tour leaders to have a good experience with this program. Many international English teachers have student loans, low wages and high expenses preventing them from being able to travel to join English immersion programs. The Group and Tour leader program can help these teachers finance their overseas professional development and teacher training.

Many international English teachers have employment requirements of language immersion, and teaching skills workshops or on-going professional development. The Group and Tour leader program is designed to trade the expenses of travel and tuition for assistance and training. We want the international teachers to enjoy the tour, improve their English and teaching skills, gain some international teaching experience, meet new friends and fellow Canadian teachers and help them obtain their professional development requirements.

This Group and Tour leader Program is ideal for non-native English teachers that have to attend ESL workshops or programs to maintain or upgrade their English skills and wish to attend these programs in Canada. The tour leaders receive air flights, meals, accommodation, small honorarium and TESL workshops in exchange for their assistance.

To meet all current Canada CIC Laws and USA Work Permit Regulations the Teacher Tour Program is not considered a job in Canada and the cost of airfare, accommodation and the IELTS,  TESL, TEFL or TESOL teacher training workshops are not considered a salary for Canada taxation.

CCLA Nation-wide High School Contest

 Each year, the CCLA presents a nation-wide high school contest to commemorate the work of Bernard Chernos. Student entries address one of the fundamental freedoms questions posed by us each year (often issues the CCLA itself is working on), examining different civil liberties implications, and applying a ‘reasonableness’ analysis.

Entries can be submitted either as essays or as ‘video rants’ (in the style of Rick Mercer, one of Canada’s most famous political humorists) for a chance to win cash prizes.

The Chernos Contest makes a great ready-made assignment for a wide range of high school courses!

Contest finalists are selected by CCLA lawyers and educators, then judged by a panel of legal scholars, and civil liberties and human rights educators from across the country.

Winners receive certificates and prizes:

  • 1st place: $500 + book
  • 2nd place: $150 + book
  • 3rd place: $100 + book

A "DLI" designated learning institution is a school approved by a provincial or territorial government to host international students.

List of designated learning institutions by province/territory

Step 1: Choose the province or territory your school is in.

Step 2: Type in keywords such as the name of the school, city, etc.

Step 3: Find the designated learning institution (DLI) number and write it under the section Details of intended study in Canada on your study permit application.

If you’re 18 years of age or over, you must qualify as a fully vaccinated traveler to come to Canada to study. You can study at any designated learning institution (DLI).

If you’re under 18 years of age, you don’t need to qualify as a fully vaccinated traveler to come to Canada to study. If you’re not fully vaccinated, you must study at either a

English As a Second Language and English Literacy Development Overview

Students in any grade may be placed in appropriate ESL or ELD courses. Since many ESL/ELD classes include students aged between fourteen and eighteen, the topics and activities must be selected to appeal to a wide range of ages and maturity levels. There are five ESL courses and four ELD courses. The courses are designated according to levels of proficiency in English and literacy development, not by grade.

Working within the framework of the Education Act and its regulations, district school boards adapt provincial education policy to local situations. They must also provide and maintain within their jurisdiction adequate teaching and support staff and appropriate facilities. Trustees, as elected members of the board, represent the local community, providing a link between electors and the education system.

Private schools also provide elementary and secondary education. They are independently operated and do not receive funding from the government.

In Ontario, all permanent residents between the ages of 6 and 16 must attend school. Elementary schools provide Junior Kindergarten and Kindergarten programs (for children aged 4 and 5) and programs for grades 1 through 8. Secondary schools currently offer programs from Grade 9 through to Grade 12, as well as Ontario Academic Courses (OACs). To receive an Ontario Secondary School Diploma, students need to complete at least thirty credits in secondary school (one credit is normally one course). Students planning to attend university can include the required six Ontario Academic Courses in these thirty credits. The new standards for education were introduced during 1999 in high schools across Ontario.

The credit system consists of:
Compulsory Credits (total of 18)
4 credits in English (1 credit per grade)
1 credit in French as a second language
3 credits in mathematics (at least 1 credit in Grade 11 or 12)
2 credits in science
1 credit in Canadian history
1 credit in Canadian geography
1 credit in the arts (music, art, drama, or dance)
1 credit in health and physical education
1/2 credit in civics and 1/2 credit in career studies
1 additional credit in English, or a third language, or a social science, or Canadian and world studies

1 additional credit in health and physical education, or business studies, or the arts (music, art, drama, or dance)

1 additional credit in science (Grade 11 or 12) or technological education(Grades 9-12)

In addition to the 18 compulsory credits, students have to earn 12 optional credits in courses of their choice, selected from the full list of courses available in the school. Optional credits allow students to build an educational program that suits their individual interests and meets university, college, apprenticeship, or work requirements.

Ontario Secondary School Literacy Test
Students will take the Secondary School Literacy Test in Grade 10. Students must pass the test in order to graduate, and their result is recorded on their student transcript. Students who do not complete the test successfully will receive remedial help to prepare them for retesting. The literacy test requirement is additional to the 30 credits needed for a high school diploma. The literacy test evaluates students' reading and writing skills based on curriculum expectations in language and communications up to and including Grade 9. ESL students will take the test only when they have reached this level in their language studies. Accommodations will be made for students in special education programs.
